Photo to Cartoon PNG Illustration

I’m turning a favourite dress design into a polished graphic and need it redrawn as a clean, high-resolution PNG. The job is an illustration, not a logo or icon, and I want it in a lively cartoon style. (ONLY THE COLLAR DESIGN)
The only must-have element is the characters that appear in the original picture; background scenery and text aren’t needed. Please match their poses, proportions and key details so the final artwork is instantly recognisable, but feel free to bring your own flair with colour, line weight and shading.
Deliverables
• Cartoon-style illustration of the pictured characters
• Transparent-background PNG, minimum 3000 px on the longest side
• (Optional but appreciated) layered source file in PSD, AI or SVG for future tweaks

- I need the collar black image as well
