Scale-Accurate Floor Plan Drafting

I have an existing sketch of a building layout plus a complete set of verified measurements. The sketch shows the room names and dimensions but was drawn free-hand, so none of the proportions are correct. What I need now is a clean digital redraw that translates those numbers into an accurately scaled floor plan.
Key points for you to know:
• All reference information—sketch, dimension list, and room labels—will be supplied upfront.
• The drawing style should stay minimal: just crisp line work, no hatching, shading, or ornamental elements.
• Every room and circulation space shown on the sample must be labelled in the final drawing exactly as indicated.
• Final deliverable is a single, print-ready PDF scaled to fit an A3 sheet (or equivalent) so the scale bar reads true when printed at 100 %.
If you draft in AutoCAD, Revit, or similar, that’s fine as long as the exported PDF maintains vector quality and the scale integrity. Accuracy matters most here; a spot-check of several key dimensions must match the provided figures to the millimetre before completion is accepted.
