Car port enclosure - Need Washington Engineering stamp on this

Need Washington Engineering stamp on the drawings for permit purposes. See attached files for details of RPF plus drawings.

The 12’ x 18’ framed (sheathed, sided, sheet-rocked, insulated) enclosure was constructed by my wife and I during the pandemic without permit to provide enclosed storage space. A permit was later submitted to City of Shoreline and was rejected for three code violations, namely (1) interior walls must be underpinned with minimum 12”x12”contibuous footings with (2) seismic anchors and (3) provision for parking on car off city property (there is no necessity that the resulting space be used for parking but must accommodate one car).
The design problem
The prescriptive solution requested by the city calls for continuous 12”x12” footings on the North and South walls.
I have been told by City of Shoreline engineers that a non-prescriptive solutions would be acceptable if stamped by a Washington State licensed engineer.
