I need a custom VTuber character model for streaming (2D or 3D)

I’d like a unique, streamer-ready VTuber model built completely from scratch around my own character concept and reference images. The visual direction is semi-realistic—think grounded proportions and believable shading rather than pure anime, yet still stylised enough to feel friendly on Twitch and YouTube.
I haven’t settled on whether Live2D or a full 3D VRM pipeline suits me best, so I’m counting on your guidance. If we go Live2D, I’ll need properly layered PSD art, precise rigging, and export to .json + .moc3 optimised for VTube Studio. If 3D feels wiser, deliver a fully-rigged .vrm compatible with VSeeFace and Animaze. Either route must support:
• Real-time face and mouth tracking from a standard webcam
• Accurate microphone-driven lip-sync
• Natural blinking, head tilt, and eye gaze
• At least three triggered expressions (happy, sad, angry)
• A transparent background so I can drop the model straight into OBS
