Mascot Animation & GIF Creation

I'm looking for an illustrator to create two versions of a mascot stick figure for my website, similar to attached samples:

Requirements:
- First Stick Figure:
- Dots for eyes, slit for a mouth (devious smirk)
- Cowboy hat with "Slinger" written on it
- Holster and lasso rope at his side

- Second Stick Figure:
- Same as the first, but with:
- Pirate's hat
- Eye patch
- Sword in his belt

Please provide two price quotes:
- Simple movement GIF: Hat and rope "sling" an object (TBD)
- Detailed and fluent animation: Rope and hat "sling" an object

The mascot should be a white stick figure, as the website background is cobalt blue.

Ideal skills and experience:
- Proficiency in illustration and animation
- Experience creating GIFs and animated content
- Ability to work with a specified color scheme and integrate designs for web use

Please recommend suitable file formats for GIFs and animations.
