Lip-Sync PNG Avatar and background Enhancement

I already have a single-frame PNG of my character; I simply need the mouth to move convincingly for a short voice clip (8 seconds) while every other pixel of the head and body stays perfectly still. Bonus if you can make the background a little bit animated (matrix like rain already in the image moving downwards and smoke/wave movement).

I'll provide a 3200px x 1800px image and 8 second audio file for lip sync. I've attached a small version of the image, only the lips should sync, no head, arm, hand, or body movement.
