Hand-Drawn 2D Anime Music Video

I'm looking for a talented artist to create a hand-drawn traditional 2D anime music video for a once popular song (yes, we will have copyright permission to use the song and post the music video online). The video will feature two main characters (girl and boy) conveying a mysterious, romantic and adventurous tone. The video will be 300 seconds in length.
Requirements:
- Traditional 2D hand-drawn anime style
- Scenes set in dream style alternating between cityscape and outdoor natural environments
- Mysterious and adventurous mood with a romantic overlay
