Google Map with + 400 pins and 2D or 3D animation

PREMISE
We are brand new to using this freelance system.
So sorry in advance if there is something we don't do correctly from the start, but we will learn it quickly as we have many tasks we want to share.
ASSIGNMENT
We have an excel sheet with all our areas marked based on postcode in Denmark, which are all automatically placed via Google Earth or Map, but are also accepted by others.
It is exactly how we want it, so there is no work involved in this.
We can make an animation of this map ourselves, as you can see in the 2 examples below, but we are not good at it:

However, we are not satisfied with our own solutions, that is why we are looking for your help.
Our own test solutions are far too dark and gloomy. We therefore want a different background (Denmark's map) - e.g. Google Map or even simpler.
We also want a smart way to show the +400 points on Denmark's map. It can be done in many ways and we look forward to seeing what you want to propose.
It is important to understand that the solution must be smart, but it must not be flashy.
The animation must be used by us in a powerpoint as a movie as well as online.
We would prefer that we can correct the task ourselves, which is why it is important that you choose a general tool.
YOU
We are looking for someone who can work closely with us on the development of many solutions based on the examples we have shown above.
We clearly prefer that you have solved this type of task before and can therefore show us examples of how you have solved this.
EXTRA ASSIGNMENTS
In addition, more points / pins will be added later in the week, i.e. what you see is just an example.
All points/pins come from a spreadsheet and are thus located directly via Google Earth or Google Maps.
You must therefore use a program where you can change this in a few minutes.
We need several versions of the animation - which we will tell you about when we have found the right partner and start developing the right solution.
There will be approximately 5 extra tasks after you have solved the first task.
YOUR PREVIOUS WORK
Therefore: before we give you the first task, you must show examples of something you have solved and tell us which tools you will use to solve the task.
You are also welcome to provide a time estimate of how many hours you estimate the task to take in the format you propose and as you understand the task.
DEADLINE
Deadline feedback - example from you: 24 hours if possible.
Deadline solution after we have made an agreed: 48 hours for the first task.
RESPONSE
You have to take it from here yourself.
We are looking for a competent business partner who, without too many questions - unless they are really relevant.
PAYMENT
We would prefer to pay per hour you estimate for the task. This as we know there will be more tasks.
But if you want to solve the first task for a fixed price, make your offer.
CONDITIONS
These are our conditions for starting a process.
Of course, we respect all the conditions of this freelance system.
We do not want a long domestic commute as we are busy.
