2D Character design and animation - flat vector graphic style

We are looking to develop some animated videos that can be used within an educational program for young people. These videos should help to illustrate the key concepts of oral storytelling (e.g. narrative arc, climax, takeaway). The target audience is 12-18, so we want it to be fun and engaging but not childish. This is an educational resource, so it is intended to teach viewers new concepts.

We require:
• Development of 3-5 characters/branding to be used across resources
• 6 x 2-3 minute animated videos illustrating key concepts of oral storytelling
 
We would work alongside an animator to develop the concept/storyboard for each video. We are still in the very early stages of developing the specific content of each video in this program.

The below video is an example of using visual aids to illustrate the concepts of storytelling. We are looking to do something similar, but with narration over the top of animated characters:

As reference, we are interested in a vector style similar to the Duolingo characters (picture attached).

At this stage, we are looking for a quote from an animator for the approximate cost of completing a project of this scope.
