Campus Viper Photo Animation

I have a still photo that I’d like brought to life as a short animated scene. In the shot you’ll see two Vipers—each a different color—arriving on a college campus, then coming to a smooth stop beside a third character who’s proudly holding a Viper by its custom handle. While this happens, students should be casually walking in the background to give the campus setting some believable motion and depth.
I’m flexible on whether you use 2D or 3D techniques; what matters most is that the final piece looks polished and energetic, with natural movement in the cars, the characters, and the background extras. Please sync suitable sound effects or light background audio so the action feels complete.
Deliverables
• Finished animation (HD video or high-quality GIF) showing the two Vipers driving in, halting next to the character, and students moving behind them
• Integrated audio track that matches the on-screen action
• Source file(s) so I can make small tweaks later if needed
