2D Animation With Female Voiceover

I need a complete 2D animation that is built around a voice-over rather than on-screen dialogue. The final piece must come with a professionally recorded female narration, delivered in a clear, confident tone that can carry the story on its own.

Please handle the entire pipeline—concept development, storyboard, clean vector animation, sound design, and final mastering—so that I receive a single, ready-to-publish video file (1080p MP4). Sync between visuals and voice is critical; timing, pacing, and lip-sync (where applicable) should feel natural and engaging.
