Oracle Application Express developers, need to design a portal and integration with different other softwares

A portal designing using Oracle Application Express, which will be integrated with payment gateway and other 3rd party entities, to validate data during filling a registration form.
While registering user will enter a License code, which will be integrated a third party software, once the number is approved or validated by that 3rd party entity, registration form should be filled automatically and user can proceed with registration,
Once registration form is submitted, Data has to be stored in database and populated in ERP system, an OTP should be sent as confirmation message, Once approved by the authority through ERP, the user can proceed with payment gateway for the payment.
If the user doesn't have registration code, he/she can upload a pdf document issued from an authority so OCR can read the data a fill the form automatically, and other process will be same.
Other processes are also same, for renewal of an expired membership, expiration of registration notification system, submission of information and data for request of services and more,
Source code. solution design document should be provided, should be able to report daily progress, UAT and quality assurance / test cases documents shall be provided,
