Fallout: New Vegas Modding

As the title says, I need someone well-adjusted in making mods for the game known as "Fallout: New Vegas." The mod I need to be made is very small and shouldn't take too much of your time. It entails making an .esp file to convert an armor piece from the game Fallout 3 into New Vegas.
