Medicare Excel / database Calculator in 12 hours

I need a Medicare calculator built into Access or a similar easy to use database. I want to be able to share calculations via weblink. The file here sample.xls gives the sample inputs. You can see sometimes values are null or data is inputted slightly incorrectly. However the database needs to give the correct payment amounts back. I have attached a sheet showing how payment is calculated but you have to do your own research to make sure.

Payment is calculation method. We have to make sure the software works for 2020 2021 2019 and 2018.

Workflow is:
-determine you have the correct databases to calculate medicare payments.
-make a working excel file or database file. needs retrieve correct payment with manual input and with a cut and paste / upload of data file like in the format given in sample
-having web sharing interface
- having a nice GUI to show graphs etc

The first two parts are vital for this job. Bonus the last 2 parts

I think the data can be found on this site, cms.gov . Payment varies accrding to area/zip code provider I think, as well ICD 10 codes and a few other factors. This project is for my job, so it is ongoing if you do a good job, and if it is accepted by project manager, it will be ongoing
