House Front Garden Design

Needing design for our garden at the front of our new house. No garden at the front at the moment. Want something that suits the house. Must be drought tolerant, handle some frosts and wind. Plants must be allergy friendly - we suffer from hay fever and sinus trouble. Dont want to spend thousands and thousands of dollars on getting the landscaping done, so cost effective but great street appeal please.
