Build a better wbsite

I already have an online courses website through WordPress and Bluehost as a host.
The more students signed up, and more edits the website became really slow.
If a plug-in is updated it might mess up another plugin. Very sensitive.
I would like someone to recreate a whole different site that looks like my current one, add a few changes and features to it that makes it better. Would be preferred if WordPress is used, but if not then sure.
HAS TO BE FAST and can handle having so many active users at the same time.
I would like to keep you around for maintenance and more edits and projects in the future

Tracked progress course
Can’t skip lessons during the course, make an editable hold time for each page to make sure they spend the required credited hours.
Automated emails sent for course enrolment, completion, and review link.
Be able to edit the course easily for admins.
During quizzes, 4 questions will be prepared and posted, however only show one question the first time, only if they fail to answer the questions correctly, the second questions from the 4 will pop up. If all 4 questions are failed to answer correctly, then questions will be repeated.
Certificate of completion that will be available to customers upon course completion. Their information will be printed on the certificate, the information will be submitted to register and create an account in the very beginning.
Customer profile for admins to make changes.
Allow admins to control the students progress, have control to make them skip a few lessons if needed.
Have another course available in any language. Customers would sign up for it and choose the desired language, and all texts will be automatically translated to that language.
Automatic backups to make sure records are saved for every change.
