TCP GPS Server

I am looking for a TCP listener to accept data from the common "chinese" GPS Trackers (e.g. TK103)
It will need to accept multiple concurrent connections.
This must run on a Windows server, in console mode showing all log entry points as it goes on.
The server will listen for TCP connections on specified ports, and store the data (date,time,lat,long,IMEI) into as SQL database.
