Re-subtitle videos in French

I have some short videos that are originally in Romanian and Mongolian. They have already been subtitled in English. I now need them to be re-subtitled in French. The English subtitles are in white text. Ideally, the French subtitles would cover the English ones (e.g. white text with a black background). I have attached a video as an example.
