Code for nRF9160 to get LBS or GPS localisation and send to cloud via MQTT

I need expert who can make code for nRF9160 DK or Nordic Thingy:91 and test it on own tools (has own development kit or thingy).
Program should be power efficient and send geolocation (GPS or LBS data) to cloud using MQTT, works without errors and hangs, using LTE-M.
