Need Delphi/C++ EXPERT With RAD Studio / Embarcadero

We have a program that we would like some features added onto.
Software is designed and developed with RAD Studio 10.3 Embarcadero (Delphi and some C++).


MUST HAVE:
-Rad studio 10.3
- expert knowledge of delphi/c++
-expert knowledge of working with binary / hex files
-expert knowledge working with software that communicates to hardware (via DLL, etc)
-expert knowledge working with various components of RAD studio / Embarcadero
-expert knowledge OOP (object oriented programming)
-expert knowledge with visuals, 3D, 2D, Grahics, etc.



The job:
We have a software that connects to an interface to gather data.
This data is then displayed on a form.
The data is then displayed (and updated continually) on a form.

This data is provided via HEX, which then needs converted to decimal.
They are provided in packets. example:

we parse these messages by position, to get the data and display.

Take data provided by stream / live data provided by an interface, and getting this data and placing it onto a form that is continually updated.

We already have the structure for the code, we have most of the components already done. Mainly we just need the code segments created that controls

1. getting information from our ini file (basically a definition file) that is used to match info from the data stream
taking this information and converting it (from hex to decimal, then adding a factor. like "A*255) then placing this onto a form.
Also saving the information on a record (CSV)
