SOLR / lucene based document managment system

I am looking at a web based document management system with the following features .1. All the users of the system can upload different kinds of documents which are of the type word , xls, xlsx,dot , ppt, pptx pdf , designs converted into pdf , image files ,
2. While uploading the files they will enter the meta data for the files which would be a short description of the file ,which all departments can see and if printing is allowed , is download allowed.
3. The user should be able to search the documents and see only those documents which are associated with their department or of the type global view .
4. The user should be able to see the document on the web page but should not be able to download it or print it unless the user has allowed it .
5. There will be privileged users who can see all document , print all documents , download all documents (3 separate groups 1 with all privileges, 2nd with see and print 3rd see & print )
we will prefer to have the front end to be developed using Php
