convert pdf to xml editable

need working prototype with 2 pages only its going to be base for project
web application python or asp.net
the first page is
import /upload pdf file - and convert it xml - save the uploaded file with same title upload date and time - view it with same format as original
2nd page i can view and edit the file and save the changes - after save the file after editing should be saved with same name but with out over write the original keep the original and each time am updating create new file
also allow me to compare between original file and new update with highlight
