OCR libraries for reading images/pdf documents

We are required customized OCR dot net libraries to read pictures/pdf documents and extract details written as text (in English and Arabic), numbers or bar code.
The solution must identify these predefined type of documents ID Card, License and Mulkiya (Car Registration) etc.
For reading purpose solution should not send images/pdf to external server, all the processing should on internal server side.
The solution will added to existing ASP.NET MVC5 website and libraries must me compatible with dot net framework.
