GSM Cell Tower-based phone tracking (using triangulation method)

I need a software that can track cell phone position BASED ON GSM Cell Tower (BTS) triangulation. The target phone can be some old phone that can only do SMS and voice, or smartphone. It should have NOTHING TO DO with GPS module.
Any method is up to you. but do not misconcept me. I do not need the application that both me and the target have to install your app. The tracking is silent/concealed. The target should not be aware if his position is being tracked. You can bid above my limit if you know what to do and how to get the job done.
THE APPLICATION:
The application can be developed in any language/compiler, but i prefer Android Studion (mobile) or PHP (web based) or Delphi (desktop) it's up to you. What i need is the application must be fully functional.
